Former CNDP soldiers who had integrated into the Congolese army mutinied to form the March 23 Movement (M23), citing government failures to implement the 2009 peace agreement.
“The government has failed to honor the March 23, 2009 agreement, forcing us to take up arms to defend our community’s rights.”
The M23 rebellion would become the most serious challenge to stability in eastern Congo since the end of the Second Congo War.
