Kyiv Mayor Vitali Klitschko said a Russian strike targeted infrastructure, and the power company reported electricity cuts in several city districts, according to War Monitor. The claim has not been independently confirmed by a wire service.

Russia's Defense Ministry said air defenses shot down 235 Ukrainian drones overnight, with more than 100 reported over Nizhny Novgorod region and no casualties in preliminary reports, Military Summary said. The channel also reported a fire at the Kstovo oil refinery. Those figures and the fire have not been independently confirmed.

The BBC reported that residents evacuated from Russian-occupied Oleshky reunited with relatives after crossing from Belarus into Ukraine's Chernihiv region. A local humanitarian ceasefire in the Kherson area runs until late on 1 November, and Ukraine's human rights ombudsman said the oldest evacuee was 94 and the youngest was one.
